ARTICLE 10.06 (CHANGES IN SALARY)


1. Is there an increase in my base rate of pay (hourly rate) as a result of ratification of the FY19 SPALC Contract?

Support staff eligible for an increase in base rate of pay (hourly rate) will receive an email notification from Human Resources informing them of FY19 SPALC Contract increases.

2. What was my base rate of pay (hourly rate) prior to the ratification of the FY19 SPALC Contract?

Your base rate of pay (hourly rate) prior to the update is listed on your prior paycheck stubs that can be accessed in PeopleSoft.  The navigation path to the PeopleSoft Employee Compensation page is: Employee Self Service > Payroll and Compensation > Employee Current Compensation.

3. Who is eligible for the increases available with the FY19 SPALC Contract?

Support staff employed by the District on July 1, 2019, will be eligible for FY19 SPALC Contract increases.

4. What base rate of pay (hourly rate) increases are part of the FY19 SPALC Contract?

All support staff on the Grade/Step Salary Schedule and the Market Rate Salary Schedule who are employed by the District on July 1, 2019 will receive a 3.5% increase in their base rate of pay (hourly rate) beginning July 1, 2019. Employees who are below the Market Rate after the 3.5% increase will be moved up to the Market Rate for their position.

5.  If I’m on the Market Rate Salary Schedule, will I get more than the 3.5% that all SPALC employees are getting?

The District is in the third year of a five-year transition to a Market Rate Salary Schedule. The SPALC Labor/Management Committee will make recommendations each year for positions to be moved to the Market Rate Salary Schedule and will consider need and availability of funding. Support staff who are employed by the District on July 1, 2019 and are in a position that is on or scheduled to be moved to the Market Rate will be paid as follows:


(a)   Employees Below Market Rate:  After receiving the 3.5% that all SPALC employees are receiving, employees who are in job classifications that are on or being moved to the Market Rate Salary Schedule who are still below the market rate for their position will receive an increase in their base rate of pay (hourly rate) to the market rate.


(b)   Employees Above Market Rate:  After receiving the 3.5% that all SPALC employees are receiving, employees who are in job classifications that are on or being moved to the Market Rate Salary Schedule who are above the market rate for their position will receive their new base rate of pay (hourly rate) only.

6. What is the Market Rate Salary Schedule?

The Market Rate Salary Schedule does not have Grades and Steps. The rates for the positions on this salary schedule are based off of the Market Rate for individual positions. SPALC and the District are committed to reviewing the rates for these positions annually to ensure competitive pay for these positions. The District uses software from the Economic Research Institute (ERI), which utilizes data from the US Department of Labor (US DOL) to determine market rates based upon geographic location, industry, and organization size. The District also uses data from other school districts, as reported to the Florida Department of Education (FL DOE).

7. What positions are moving to the Market Rate Salary Schedule?

8. Are FY19 SPALC Contract increases retroactive?

Due to limited state funding, SPALC and the District reached consensus on a larger increase in compensation moving forward. There will not be retroactive pay for FY19 (2018-2019 school year).

9. When will I see an increase in my base rate of pay (hourly rate) on my paycheck?

Changes in compensation are included in Article 10.06 of the SPALC Contract. Eligible employees will see an increase in base rate of pay (hourly rate) on their first paycheck for FY20 (2019-2020 school year). In accordance with the SPALC Contract, summer school pay will be at the hourly rates for FY19 (2018-2019 school year).

10. How will I see my base rate of pay (hourly rate) increase on my paystub?

Increases in base rate of pay (hourly rate) will show on the paystub under each category (regular, overtime, etc.).

12. What information is available on the PeopleSoft Employee Compensation page?

The PeopleSoft Employee Compensation page contains:  Contract Salary Data and Earnings, Pay Group, Standard Hours, Supplement Earnings, and Projected Balance of Contract Amounts.  Employees can also view past and present paychecks and tax information.

ARTICLE 13 (PARTICIPATORY DECISION MAKING)


13. What is being done to improve communication with support staff?

SPALC and the District have worked diligently to improve communication regarding FY19 SPALC Contract negotiations. In addition to complying with Florida Statutes for public notice and record keeping, the District and SPALC have done several things to improve the clarity, consistency, and timeliness of communications. A schedule of bargaining related committee meetings will be published on the District website.

14. What opportunities do support staff have to get involved in decision making?

The SPALC Labor/Management Committee will be meeting soon to discuss recommendations for appointments to bargaining related committees and to determine the schedule for committee meetings for FY20 (2019-2020 school year). Recommendations by both SPALC and the District will be considered; however, SPALC has discretion in determining SPALC-appointed members. The schedule for bargaining related committee meetings is now being posted on the District website. Contact SPALC if you are interested in serving on a bargaining related committee.
