Article 10.06 (Changes in Compensation)

1. Is there a change in compensation as a result of ratification and Board approval of the FY24 SPALC Contract?

Yes, eligible employees received an increase in compensation effective July 1, 2023.

2. What base rate of pay (hourly rate) increases are part of the FY24 SPALC Contract?

Base Rate of Pay

All eligible employees will receive an increase in base rate of pay (hourly rate) of eight (8) percent effective July 1, 2023.

3. How do I see my base rate of pay (hourly rate) prior to the pay increase of the FY24 SPALC Collective Bargaining Agreement?

Your base rate (hourly rate) prior to the update is listed on your prior paycheck stubs that can be accessed in PeopleSoft. The navigation path to the PeopleSoft Employee Compensation page is: Employee Self Service > Payroll and Compensation > Employee Current Compensation.

4. When will I see an increase in my base rate of pay (hourly rate) on my paycheck?

The FY24 SPALC Contract increase will be paid in the  December 15, 2023 paycheck.

5. How will I see my base rate of pay (hourly rate) increase on my paystub?

Increases in base rate of pay (hourly rate) will show on the paystub under each category (regular, overtime, etc.).

6. Are FY24 SPALC Contract increases retroactive?

Yes, all eligible employees will receive an increase in base rate of pay (hourly rate) of eight (8) percent effective July 1, 2023.

7. What is the Market Rate Salary Schedule?

The Market Rate Salary Schedule does not have Grades and Steps. The rates for the positions on this salary schedule are based off of the Market Rate for individual positions. SPALC and the District are committed to reviewing the rates for these positions annually to ensure competitive pay for these positions. The District uses software from the Economic Research Institute (ERI), which utilizes data from the US Department of Labor (USDOL) to determine market rates based upon geographic location, industry, and organization size. The District also uses data from other school districts, as reported to the Florida Department of Education (FL DOE).

Article 10.01 (Experience Credit)

8. I left the District and recently returned. Am I eligible for a Return to Rate of Pay?

In order to be eligible for a Return to Rate of Pay, you must have been re-hired in the current contract year, and your separation from the District must be within the required time frame.

9. What if I change positions and it results in a decrease in my regular pay?

The District will review all situations where a change in position may have resulted in an employee receiving less than the amount established by the Temporary Reassignment Matrix described in Article 5.05(2). If an employee changes position from the Grade/Step Salary Schedule to the Market Rate Salary Schedule or if their position is reclassified resulting in a decrease in regular rate of pay (hourly rate), the District will work to hold the employee harmless and will provide the SPALC Labor/Management Committee with an update on the disposition of all such instances.

10. What is being done to improve communication with support staff?

SPALC and the District have worked diligently to improve communication regarding FY24 SPALC Contract negotiations. In addition to complying with Florida Statutes for public notice and record keeping, the District and SPALC have done several things to improve the clarity, consistency, and timeliness of communications. A schedule of bargaining related committee meetings will be published on the District website.

Article 13 (Participatory Decision Making)

11. What opportunities do support staff have to get involved in decision making?

The SPALC Labor/Management Committee meets to discuss recommendations for appointments to bargaining related committees and to determine the schedule for committee meetings for FY25 (2024-2025 school year). Recommendations by both SPALC and the District will be considered; however, SPALC has discretion in determining SPALC-appointed members. The schedule for bargaining related committee meetings is now being posted on the District website. Contact SPALC if you are interested in serving on a bargaining related committee.
