Procurement Services promotes open competition, fiscal responsibility, and equitable access

The School District of Lee County conducts formal solicitations in accordance with School Board Policy and applicable Florida Statutes to ensure fairness, transparency, open competition, and the best value for the District.

A formal solicitation is required when the total estimated cost of goods or services is $50,000 or greater. This threshold applies to the total anticipated expenditure of the District as a whole - not to individual schools, departments, locations, or companies. This means that purchases cannot be divided among multiple locations, companies, or smaller transactions to avoid the formal solicitation requirement.

If the combined annual need for a particular good or service across the District is expected to meet or exceed $50,000, the Procurement Department will issue a formal solicitation, such as an Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ), or Invitation to Negotiate (ITN). Formal solicitations are publicly advertised and provide all interested companies with an equal opportunity to compete. Awarded contracts may then be used by multiple schools and departments District-wide. This process ensures compliance with procurement regulations and promotes open competition, fiscal responsibility, and equitable access for all companies.

Companies interested in doing business with the School District of Lee County should begin by watching the informational video. This video explains the role of the Procurement Department, how the District purchases goods and services, and how companies can participate in competitive solicitation opportunities.

The video outlines where to find active solicitations, when companies can participate, what to expect during the procurement process, and why the District follows structured, competitive procedures. These processes ensure fairness, transparency, and the responsible use of public funds, while providing all qualified companies with an equal opportunity to compete.

Register for Bid and Solicitation Alerts

Companies interested in doing business with the School District of Lee County are encouraged to complete the Bid Notification Request Form to be added to the District’s list of companies interested in receiving notifications of upcoming bid and solicitation opportunities. Inclusion on this list does not guarantee that companies will receive notification of all solicitations, and companies are encouraged to regularly visit the Euna Procurement (formerly Bonfire) Open Public Opportunities page (see Step 3) to view current opportunities.

Step 4

Register in Euna Procurement (formerly Bonfire)

If you identify an opportunity for which your company is qualified, select the "View Opportunity" in the Euna Procurement (formerly Bonfire) Portal for more information, and select register or log in (if you are already registered) in the top right corner.

Once registered in Euna Procurement (formerly Bonfire), you will be able to download the solicitation documents, including the specifications. The specification document provides detailed instructions regarding submission requirements, required forms, and how and what must be submitted. Companies are responsible for carefully reviewing and following all instructions outlined in the specifications to ensure their submission is complete and responsive.

Step 5

Upload submission through Euna Procurement (formerly Bonfire)

After reviewing the solicitation documents, you must upload your submission electronically through the Euna Procurement (formerly Bonfire) portal by the deadline indicated.
